Question. How is TSF able to pay foreign countries millions without congressional votes?

I'm again certain that lots of these federal dollars are being sent back somehow to TSF. Money laundering in open sight.

.......USA in hellhole prisons in a foreign country a bigger part of the story? I'd also like to know if the US funded the construction of the prison in the first place.
