4. trump's policy is whatever was told to him by the last person to speak to him

so ICE starts raiding Central Valley farms. These are owned by some VERY rich and powerful people and / or corporations, mostly rabid right wing republicans. They absolutely depend of their illegal farm workers to make their money. Someone ( or a collection of someones ) called Trump and told him to cut out the ICE raids on the central valley farms ( and the hotels, etc ).

But later Stephen Miller ( or someone ) came along and told Trump there is no way to make the deportation numbers without getting the "low hanging fruit" of illegals that pick our fruits and vegetables and clean the hotel rooms.

So the policy flips and then flips again.
