Dude, you don't SOLVE the problem of poverty by just handing out cash. You solve it by putting people to work.
$500 million comes out to $10 million for each of the fifty states. Divide that into four pieces per state, open two $2,5 million businesses (that includes operating capital for the first two years) and hold back the other $5mm as reserve funds.
As these businesses start to be profitable, invest some of the profits into opening more businesses that will hire more employees.

At least it's optional.
