Thom Hartmann has been pointing out for quite awhile that the republicans in the senate have suspended the 60 vote rule ( it is a rule, not a law ) many times. For judges etc. They can suspend that rule at any time and pass a budget resolution. 
           Obviously, they want this shutdown. 
 Not hard to explain. HEY PBS , NPR , ITs not hard to understand or explain !  The republicans can literally end the shutdown at any time.

(1,292 posts)...and both parties resist this because it will essentially turn the Senate into the House by eliminating any tool the minority has to force compromise. Folks should rather have Kristen Sinema and Joe Manchin gloat about how clever and prescient they were rather than have this change any more than it has.

(10,665 posts)He loves not having a Congress so that he can do whatever the Hell he wants and doesn't even have to make those pesky threatening phone calls to get his Repukes in line. He really is the King without them. A shut down Congress is a huge convenience to him.
