But it's not a blockade. Ships and come and go and land routes are fully open.

It's also unclear if it's being or going to be enforced. A backhanded declaration blockade that's ignored by everybody in practice isn't much of a blockade, is it?

(8,638 posts)Traitor has no authority to impose a blockade but he does theoretically have the ability and nobodys going to risk a plane full of civilians after the boat strikes.

[US president John F.] Kennedy was advised to carry out an air strike on Cuban soil in order to compromise Soviet missile supplies, followed by an invasion of the Cuban mainland. He chose a less aggressive course in order to avoid a declaration of war. On 22 October, Kennedy ordered a naval blockade to prevent further missiles from reaching Cuba. He referred to the blockade as a "quarantine", not as a blockade, so the US could avoid the formal implications of a state of war.
