The "Jim" here is Jimmy Savile - the notorious paedophile. In the 70s (and 80s?) Savile fronted the TV programme "Jim'll Fix It", in which he was extremely weird with young children, "fixing" it for them to get some special wish, and they got a medal round their neck, just like Trump did.
