Bear spray actually has a lower concentration of capsaicin then the pepper spray used as deterrent on humans.
What separates bear spray is the packaging, because it sprays a longer, narrower stream so it can be deployed farther from a dangerous animal.
Where I'm going is, I don't believe they are using bear spray. I believe they are using the harsher pepper spray.
