Question: if the TSA is a Homeland Security agency, why doesn't DHS pay the TSA salaries under shutdown?

Their budget is massive even tho asking for more

Is mainly for ICE. The rest or most of the rest is waiting for funding that the Dems are holding up until there are stricter rules for ICE. Until then TSA agents must work without pay.
