He wasn't allowed to challenge or appeal the rulings until after the fines were paid.
I don't know, maybe he didn't pay the full amount, but the money is in escrow.

Judge saying "up the complete money due if you think you have a shot TO CHANGE RESULT" makes one think this money is there but you can not touch it. Give the other side confidence that cash will be there when the Appeal fails.
