When was McConnell's condition medically determined to be non-recoverable?

That's the question that needs answering.

Because... if he has been deemed to have been 'voting' since then (you know, while he was appreciating everyone's thoughts and prayers and recovering in the hospital), then that sure as hell smacks of voter fraud to me (the fraud being who's pulling the proverbial lever for 'Bernie?')

5. Whenever neuro and apnea tests determine likelihood (usually MRI/CT of the brain as well).

So, probably fairly early on, given he was admitted after reportedly being found in cardiac arrest. Daily neuro checks, certainly and if nonresponsive for several days, he would have already received an MRI/CT or would have had one/repeated then. But apnea tests to see if he still had a respiratory reflex and neuro exams would have been pretty conclusive some time ago... Unless he had a brain bleed that caused the original cardiac arrest and slowly worsened over a few days, it probably was obvious not long after he came in.
