Here's something from ancient history that is familiar
Sparta, one of ancient Greece's city states enslaved whole populations of city states they conquered. The enslaved populations were called helots. There were revolts and uprisings instigated by helots.
To quell the helot uprisings, the Sparta state instituted the Crypteia, which was a secret police force made up of young Spartan men who patrolled the countryside and killed any helot deemed too rebellious or powerful.
Except for the secret part, sounds like i.c.e.
With the advent of nuclear weapons, world governments began referring to citizens of each country as hostage populations, and humans were seen as a bargaining chip on the table during nuclear treaty talks. Seems to me, that as we are becoming tied to our jobs because of lack of opportunity, lack of universal health care, an economy tilted against us, we are becoming helots in these modern times. We are at least become targets of an out of control regime hellbent on ruling our country by removing one freedom after another.
It really is like boiling a frog.
