6. I used to teach ESL to immigrants. The majority were

from Latin America -- Mexico, Peru, Venezuela, Costa Rica, Ecuador. Several were US citizens from Puerto Rico. All had green cards. Some were married to Americans.

Two of the Mexicans who became naturalized citizens are now deceased, one from covid and the other before covid. Both were married to Americans and I have often wondered if their children are now having ICE problems although the children were born in the US and have American citizen fathers.

I have lost touch with most of them over the years. One from Venezuela was married to an American who worked in Venezuela. Their children were born there, but came to the US permanently when Chavez was in power. The father is a US citizen, but that often does not matter to ICE, especially since they were born outside of the US. AFAIK, the mother (my former student) did not become a citizen and remained here in a green card. I wonder if she and her children are OK.

A. Deadly Force

1. Deadly force may not be used solely to prevent the escape of a fleeing suspect.
2. Firearms may not be discharged solely to disable moving vehicles. Specifically, firearms may not be discharged at a moving vehicle unless: (1) a person in the vehicle is threatening the officer or another person with deadly force by means other than the vehicle; or (2) the vehicle is operated in a manner that threatens to cause death or serious physical injury to the officer or others, and no other objectively reasonable means of defense appear to exist, which includes moving out of the path of the vehicle. Firearms may not be discharged from a moving vehicle except in exigent circumstances. In these situations, an officer must have an articulable reason for this use of deadly force.
3. If feasible and if to do so would not increase the danger to the officer or others, a verbal warning to submit to the authority of the officer shall be given prior to the use of deadly force.
4. Warning shots are not permitted outside of the prison context.
5. Officers will be trained in alternative methods and tactics for handling resisting subjects, which must be used when the use of deadly force is not authorized by this policy.
6. Deadly force should not be used against persons whose actions are a threat solely to themselves or property unless an individual poses an imminent danger of death or serious physical injury to the officer or others in close proximity.

Note that the driver of the vehicle must be thretening the officer beyond just driving the vehicle towards them to justify using deadly force. None of these cases of ICE shootings even try to pretend there was any "threat" beyond the vehicle itself.

from other reports is that the young man was driving and they forced him with their vehicles to pull over to the curb. I saw a couple photos of the car he was driving and that's how it looked. But I have not read any statements to that effect.

One other possibility is that he had just started his car onto the road. It's a very residential area so he could have been coming from one of the houses.

One neighbor heard the man say, after he was shot, "I was trying to stop." That neighbor said that the victim was bleeding heavily from his head.

Some reports that it was in front of his three-year-old daughter. Also unclear at this time if the man was even undocumented, not that that should make any difference when it comes to being murdered by Stephen Miller’s Einsatzgruppen.

“Weaponized vehicle” is the new “just sprinkle a little crack on him” for these murderous scum.

Here’s a good strong statement from Massachusetts senator Edward Markey.

Mary Hayes, who lives close to where the shooting happened, said the man who was killed lived nearby with his wife and daughter.

“I watched a wife fall to her knees looking at her husband’s dead body on the ground,” Hayes told The Associated Press as she held a piece of cardboard with “No ICE Stop ICE” written on it. “I watched a little girl crying with a little pink backpack on because she’s never going to see her father again.”

Cory Poulin, whose family runs a laundromat near the shooting, told the AP that security cameras at the business captured footage of the man’s car rolling into the intersection after shots were fired. Other images from the scene showed the car going in circles and bullet holes in its windshield.

Another eyewitness, Cecilia Humiston, 22, told the Portland Press-Herald that the shooting tragically unfolded in front of the migrant’s family, including his toddler daughter who was wearing Bluey pajamas.

Humiston said an older woman was at the scene yelling at the ICE officers, ‘You took her dad, you took her dad’, and claimed a ‘rude’ officer also yelled at the young girl as she tried to smell flowers nearby.

It comes as new footage from the scene showed the victim’s white Kia driving slowly in circles at an intersection, as an ICE agent runs alongside the vehicle.
