It looks as if the picture was taken of a car's rearview mirror, because the image has been flipped from right to left.

for any non-locals, this is a residential area east of the Capitol, not the side where parades and marches happen. And DDOT milled a couple blocks but hasn't gotten around to resurfacing it yet. It's on their to-do list for 2024.
