WASHINGTON — Promoting itself on the National Mall and harvesting some criticism, the President Donald Trump administration's Department of Agriculture is draping the official presidential photograph of Trump as a banner along the facade of its building on Independence Avenue, alongside 16th President Abraham Lincoln.
