Everything -

Nicolae Ceausescu did was an official act.

Augusto Pinochet did was an official act.

Francisco Franco did was an official act.

Adolph Hitler did was an official act.

Joseph Stalin did was an official act.

It was all legal too by the laws of their own countries during their time as dictators.

All government "policy".

(Just to name a few examples.)

America is in such good company, yes?

Calling something policy cloaks a good many atrocities.
