Otherwise he would have put one or two rounds in each at the chest / stomach area... and then proceeded to put 2 rounds into the head ( just to make sure ).

But that takes cool and calm reasoning. He was probably operating on pure hatred. Apparently an anti-abortion RWNJ.

He may have even thought that Trump will pardon him because Trump pardoned all the J6 people.
