In roughly 97% of cases, everything starting with the ? is superfluous tracking info to tell the server you're visiting 'where you arrived from'.

I don't normally bring it up unless it contains identifiers like 'fbcli=' which means, when someone clicks it, the server will think their facebook ads are successfully driving traffic. Or, as in this case, an '=twitter' at the end
