If it is determined that they have standing to sue. Cases like these usually need an actual party that’s involved/wronged/injured to be the plaintiff in the suit.

Like the VFW can’t just sue the VA on behalf of all veterans, they could fund a lawsuit but would need some actual veterans to be named as plaintiffs.
