46. Weird dynamic? Make a strong play, get them to negotiate and then take THEIR deal?

Then TACO shows up and takes 1st offer?

IS he taking bribe money in huge amounts under the table on these "deals" and then just gives them their good for them deal, not giving 1iota how it plays out, he got his cut?
Is that all he really is doing?
