Jerusalem, Haj Amin al-Husseini, was a virulent antisemite who did meet with hitler and wanted to work with hitler in the extermination of the Jews.

Long before that meeting though, the "Final Solution" was conceived and implemented by nazis and nobody else.

That being said, both hitler and al-Huusseini had the same goal, the extermination of all Jews.
