That way, when the people who haven't been paying attention lost their healthcare and start crying, they can say "Well, DEMOCRATS voted for it TOO."

They KNOW what they're doing, and they KNOW what the outcome will be. They just don't want their actions branded as "REPUBLICAN" if they can get DEMOCRATS to SHARE THE BLAME.
