Because ICE couldn't complete the vetting of the recruits. Some of the recruits had criminal convictions, couldn't pass the drug test, or couldn't meet the physical and academic requirements.

Sounds like ICE is reaching for thugs to join their forces. It reminds me of this scene from Blazing Saddles.
