He didn't attend the BASIC training class that covered that part of the UCMJ. I remember that coverage from my USAF Basic training. The person teaching that class asked the class, "How can you identify an illegal order?" Several class members gave their ideas. Then, the officer teaching the class said,
"It's difficult to know whether an order is illegal. If you feel that an order might be illegal, go up the chain of command for explanations of why it is not. That is your right. It wouldn't be easy to prove such a thing, but, it is your right to challenge such an order."
So, there is no reason for Trump to believe that a member of Congress could be arrested for questioning orders as potentially illegal. Ordering a member of Congress to do that, on the other hand, would definitely be an illegal order.
