The potential for others to refuse to carry out Trump's atrocities limits Trump's power. But Trump seems unaware that lawlessness would allow for any military or intelligence authority to order his/her subordinates to carry out or cover-up an illegal act against Trump himself. Trump appears to be playing Russian roulette.
