1). "He's an alcoholic. People will hate that and say that a raging alcoholic should not be in charge of the Department of Defense. Let's do it."

2). "Let's also change the name to "Department of War." It's stupid and will cost millions, maybe billions, to make the change. People will hate it. Let's do it."
