If you do things correctly, nothing could be recovered if properly encrypted, redacted, then reprinted to PDF. All that would show is black boxes.

But if done improperly, the black bars just float above the text, but the hidden text could be recovered if encryption is not applied. Sort of like using a sharpie over laser printed text-you can still see the relief of the printed text.

The career people at DOJ definitely should know how to do this properly. This had to have either been done intentionally or just a sign of pure incompetence.
