What ICE is doing is a crime. Call 911 and report that you are being assaulted and you demand to press charges. Make the police come deal with it.

I guarantee that if you have 911 on the phone and say "I am being assaulted by a man in a mask with a gun and am in fear of my life. Please send an officer quickly.", the ICE agents will get the hell out of there before the real police show up.

And if they are wearing a costume that says "Police", they are committing another crime:
