Then how was that impeding? Like the charge will never stick, but still, its ridiculous. By that logic, they could pull over anyone on any street and say they were impeding. There is nothing illegal about driving on public streets, and nothing illegal about following and observing law enforcement. They know the charges won't stick, its all about intimidation.
