Trump is using laws on the books that he claims delegate authority to the executive branch to levy tariffs under certain conditions, which he claims exist.

To end that, those laws would have to be repealed, and for that to happen they would have to override his veto.

They could impeach him for misusing his authority to levy tariffs, but otherwise, it is up to the courts to block him.
