If I can get a clear understanding of the ruling from Canadian media, you should be able to also.

SCOTUS ruled that IEEPA didn’t permit a president to levy tariffs under any conditions, despite the fake fentanyl “emergency” Trump claimed.

Now he is invoking other laws with other conditions that will be litigated, but were not covered by yesterday’s ruling - only IEEPA was.

Other than repealing laws giving a president tariff authority or impeachment, I’m not sure what you mean by Congress “doing its job”.
