Spain, Russia, China, and Oman directly spoke against the US attack.

Seems like other countries are 'concerned' but did not speak directly against Trump.

Other countries spoke during the UN meeting but I don't see them covered in the NPR piece and I can't remember which ones spoke strongly against it.
