4. I think any nation with assets or bases in the area are tip-toeing around because they could get pulled in.

e.g., the UK reaction to missiles fired toward UK military bases in Cyprus

Perhaps they fear clear condemnation as a violation of international law could put them in a bad position when they feel compelled to initiate strikes of their own in response to the blowback.
