Yesterday

He saw this as benefitting him in several ways.

Distraction from Epstein is a big reason.
Probably personally took a bribe to do it.
Saw it as making him look strong and mistook the situation after what happened in Venezuela.
Thought this could get the country to rally around the leadership. (Huge miscalculation)
Israel convinced him.
