Diddling Donny would hang on to power if all that was left were his hair follicles. He's spent decades ruining the lives of millions so he could stay out of jail. His Evil Prince is keeping him alive as part of his Faustian Bargain, IMO. He hasn't run out of Evil Juice just yet. His eternal Handler still has a grip on his balls.
