Republicans choosing precinct-based voting forced Democrats to also use precinct-based voting. (In most counties the parties agreed to outsource voting to the board of elections - but in two counties the Republicans opted out. The article didn't say, but I suspect the cost of outsourcing the election to the board of elections is too high for a single party to support.)
