You can click on the symbols to see what ship info is available. 'Draught' is a pretty good indicator of whether or not a ship is empty or full.

There has been some talk of ships turning off their transponders and running the narrow part of the strait but it doesn't look like a common tactic given the number of ships sitting and waiting in the area.
