Because your ballot can be filled out by anyone, even your 6 year old daughter if you let her.

I would add -

Maybe an African Grey Parrot can be trained to manipulate a pen well enough to fill in dots, and fills out your ballot when you left it on the table.
You come back from a couple hours out with friends, see it's filled out. You thought you did it, so you sign it and drop it off at the post office the next morning.

Makes more sense than whatever he was saying.
