The whole "They should be GRATEFUL to help me" / "I DON'T NEED THEIR HELP" / "Why aren't they helping me" thing is just like his sending out thinly veiled threats and mob boss dog whistles to the Republicans.

It works. The overwhelming majority of them capitulate and give him what he wants.

NATO, meanwhile, says "Kiss off, Grampy," and he's unaccustomed to hearing the word "NO" and not being able to punish those who failed to snap into lock-step, call him "SIR," and sob uncontrollably.
