People give you about 3/10th of a second and then they are on to the next thing.
It's the same thing as the blazing yellow type on youtube videos. The phony "shock" facial expressions.
Personally, I loathe them but having done this for a living, I know what works and what doesn't. Yellow type is hard to beat.
Ask yourself if that pole dancing photo was changed to another, would the point have been made so instantly?

My guesstimate as a former ad layout person is that there is nothing as immediately identifiable as the pole dancer. I agree that it's not the best thing to do, but the person making the sign went with the viewer getting the point in that 3/10th of a second over the ethics of using a fake photo.
The fact that Epstein is in the background further supports that the sign maker wanted to drive the point home.
