7. Yeah, no. Some people absolutely do travel all the way to Thailand for sex with non-minors.

However, the fact that the dude was being formally investigated is what suggests to me that your suspicion may be correct. Not sure authorities are going to bother with such an investigation if there's no tie-in to sex tourism involving minors, specifically. AFAIK, it's not illegal to travel somewhere to have sex with NON-minors (nor should it be IMHO, similar to how it's not illegal for US citizens to fly to Amsterdam to smoke pot or go to the red-light district), so why bother with an investigation ........ unless?
