The United States has a US Code which is the compendium of all federal laws and also there is a Code of Federal Regulations as well.
In the Code of Federal Regulations are the legal definitions of race and ethnicity terms used by the Bureau of the Census. The term "African American or Black" (capitalized) is the official government approved terminology for that racial/ethnic group.
