Why aren't the fakers sued into oblivion? Using someone else's likeness and voice to fraudulently state that they are endorsing a product is legally actionable.

They are buying ad space, so their identity is known. I don't understand how they get away with it. It seems like a few lawsuits would clear up a lot of this.
