So Trump demolishes the East Wing with no required approvals or advance notice and then claims that the open pit requires emergency construction of his monstrous garish ballroom since it’s a hazard to his family. His usual MO - create a crisis, declare an emergency that needs immediate attention, then either solve the crisis (at huge cost) or more often f*** it up even more.
