To say that it is what he probably meant is also borderline defensible given how bizarre any other explanation would have to be.

But to say that it is what "Trump clearly meant" is laughable overstatement. There is nothing clear about it. It is, of course, the explanation currently being offered by the Trumpies, but that's neither here nor there, I suppose.
