I presume they are citizens. (I have relatives who adopted from Colombia) One was adopted in 2005 and the second one in 2010. Temporary Protected Status for Haitians didn't start until Aug 2024 so they obviously didn't have TPS. https://www.uscis.gov/humanitarian/temporary-protected-status/temporary-protected-status-designated-country-haiti
