By my reading, it doesn't classify AI data centers as military operations. It's about streamlining reviews and allowing federal permitting to proceed faster. It also provides financial support.

The EO does call AI data centers as essential to national security and economic prosperity.

ON EDIT: It also wants feds to explore building data centers on federal land, including unused land on military bases.
