an unusual step for a major energy exporter. Even Putin has publicly acknowledged that shortages and queues exist, which is unusual given Moscow's tendency to downplay domestic problems (thinking this is where Mr. trump learned it from).

If think it's safe to assert: Russia is experiencing incredible disruptions to commercial fuel supplies affecting most Russians directly, but not a nationwide collapse of its oil and gas sector... yet.
