Of course all his department heads, whether or not they are cabinet posts are shielding him.
And then there is the Republican sides of the Senate and House
And then there is the Leonard Leo Originalists/Opus Dei leaning members of the Supreme Court
and don't forget the many heads of the beast of the Oligarchs, who want more return on their investments in the presidency, the Congress and the Courts.
