What he is saying is that he agrees with the dissent that the constitution does not prohibit the limitations Trump wanted to impose. BUT - he disagrees with the dissent that the executive order is sufficient. He believes that there is a statutory prohibition for what Trump wanted to do. So to correct that, Congress needs to pass a law.
That law would not override the constitution (in his interpretation the constitution - as one of the 9 deciders of what the constitution actually says) - but would act within it to impose statutory limitations permitted by the constitution.
ETA: I hadn't watched the video before I wrote the above - but if you want a summary, rather than watching the video, it is essentially what the video says.

They can always pass a law to give the Supreme Court another shot to get it "right".

I never said reconsider the case. An actual law could be rightly challenged and reach the Supreme Court.
