7. Well, if he tries to do that he'll destroy the entire monument

Washington, Jefferson, Lincoln and Roosevelt were all originally supposed to be three quarters to full figure carvings. Then they started working with the mountain and the rock and realized neither could take the strain of that kind of project, and frankly considered themselves lucky to get the four busts carved without the entire thing collapsing. They already have to do a lot of maintenence just to keep everything from falling apart. Carving anything else into the rock would cause the whole thing to collapse.
